Proton drives the country to a higher level, with Geely China, Automotive High Tech

IT’S an exciting time to be in Tanjung Malim, a town in Perak, which is actually nearer to Kuala Lumpur than Ipoh as it is only 70 km north of Kuala Lumpur and 120 km south of Ipoh.

Once a sleepy town, which most motorists using the North-South Expressway would just pass by without entering, Tanjung Malim has become too important to ignore.

It is now known as the Proton City, with commercial and residential activities, spread over 16 km and the home of the multi-million ringgit Proton manufacturing plant.

The national car, under the then Proton Holdings Bhd, was once near collapse as its losses ran into billions of ringgit over the years preceding 2016 due to high operating costs, declining market share and a lack of research and development. 

But the change began when DRB-Hicom Bhd and China’s Zhejiang Geely Holding Group took over Proton in 2017.

They transformed the struggling national car project into a profitable entity on a growth trajectory, driven by advanced technology and improved models with increased market share.

Now, DRB-Hicom and Geely are taking Tanjung Malim to a new level with the creation of the Automotive High Tech Valley (AHTV) as its global strategic hub – the first outside China.

Both have signed a master collaboration agreement that sets forth the principles, framework and mutual commitment for AHTV.

Total investment from Proton, Geely, DRB-Hicom and the future foreign direct investors is estimated at RM32bil over 10 years to develop AHTV into Malaysia’s right-hand-drive export hub, producing vehicles not only for Proton and other Geely brands but also other original equipment manufacturers.

The AHTV has been classified as a “high impact major project” under the 13th Malaysia Plan (2026 to 2030) with the aim of making Proton City an automotive hub for the Asean region.

The focus will not just be on production but also in the manufacturing of high technology components and parts for New Energy Vehicles as well as NxGV or Next Generation Vehicles.

Malaysians can expect many ground breaking events to take place in the coming years.

Last December, Proton’s new electric vehicle (EV) was launched by Prime Minister Datuk Seri Anwar Ibrahim with the first locally made Proton e.MAS 7 expected to be rolled out from the new Proton EV factory by November this year and to be followed by the more affordable e.MAS 5.

The ground breaking of the new RM82mil EV factory, which sits on a 2.25 ha site within the Proton complex, has a first phase initial capacity of 20,000 units per annum.

The concept of the AHTV has been created to propel Malaysia’s competitiveness in the automotive industry to improve competitiveness of local vendors through collaboration or joint-venture with overseas vendors.

The creation of the AHTV is in line with the National Automotive Policy 2020 and National Industry Master Plan 2030, National Energy Transition Roadmap and Low Carbon Mobility Blueprint.

Proton now plans to fully relocate from Shah Alam to Tanjung Malim by 2027.

DRB-Hicom group managing director Tan Sri Syed Faisal Albar Syed Ali Rethza Albar said: “The total Proton staff is around 8,000 with 4,000 each in Shah Alam and Tanjung Malim respectively but by 2027, Proton will relocate entirely to Tanjung Malim, save for some management staff.”

The expectation that over 8,000 workers will be based in Tanjung Malim along with their families will surely reshape the town.

The relocation will reduce operational costs, optimise efficiency and help to increase production capacity at the Tanjong Malim plant for greater economic scale.

This plant is not only a production site – it’s also seen as a strategic investment to advance green technology in the local automotive sector, creating over 3,000 jobs in Tanjung Malim.

As of 2024, about 20 vendors, both local and foreign, are operating there to support Proton’s manufacturing.

Proton is moving in the right partnership with Geely via the AHTV as the former wants to leverage on the advancement of the automotive industry in China through Geely with its high tech features, new energy vehicles and global premium brands under their wing such as Zeekr, Lynk and Co, Polestar and Smart, amongst others.

It’s a big deal that Geely has chosen Tanjung Malim as its Global Strategic Hub as the spillover impact would be tremendous, including developing public amenities for a growing population, gas pipeline for vendors, 5G connectivity for advanced manufacturers, new connectivity and possibly a railway hub for logistic support and a new North-South Expressway interchange to Tanjung Malim and, an expansion of Federal Route 1.

For the community in Tanjung Malim, a private English medium primary school has opened since March 2024 for the benefit of the expatriates and their families working there as well as a golf range and a bowling centre.

A private hospital, international school, technical training institute and hotel are in the development plans.

AHTV also wants to target top global vendors to set-up facilities in AHTV and to attract original equipment manufacturers (OEMs) there as a manufacturing hub for their own export markets.

All these are being planned and expected to be executed over the next six years.

From 2030 onwards, AHTV hopes to enhance research and development capabilities in Malaysia as well as to set up a national automotive testing centre, a vehicle testing centre and possibly an automotive museum.

Once fully developed, AHTV could potentially produce up to 500,000 vehicles annually, with 50% targeted for export. Component production is also projected to support one million vehicles by 2035.

For the long term, the development is projected to generate between 160,000 and 370,000 job opportunities, which will include the production of microchips and core component production in batteries, autonomous technologies and automotive artificial intelligence, cybersecurity, and advanced connectivity.

AHTV will shape the production of the national car to a new milestone as it was established to create an automotive system in Malaysia. It was not merely to produce the Proton cars but aims of a larger plan.

An ecosystem to manufacture a car is important, without which it will be difficult to assemble foreign cars in Malaysia.

At the same time, the multiplier effects on the economy must improve to benefit Malaysians at different levels.

But there has to be some reality checks too.

After many years of having a solid ecosystem, Malaysia’s total automotive exports is still low at 3% whereas Thailand is at 50% and Indonesia at 37%.

Yet, Malaysia is the biggest passenger car market in Asean and has the highest car ownership rate among Asean countries with 490 units per 1,000 population.

This is why DRB-Hicom, Proton and Geely want to build the AHTV; taking advantage of economies of scale from Proton and Geely’s influence in bringing global top-tier vendors to set-up shop there.

The intention is to create a vibrant hub for other OEMs to take advantage of the AHTV’s ecosystem which can naturally start with Geely producing their branded vehicles in Tanjung Malim.

Geely brands include Volvo, Zeekr, Lynk & Co, Geometry C, Radar, Emgrand, Smart, Farizon, London Electric Vehicle Company, Polestar and Lotus, among others.

In short, AHTV aims to increase its automobile production volume, export volume, upgrade local vendor capabilities in new technology areas and competitiveness while creating Malaysia as a new energy vehicle and NxGV hub for the benefit of Malaysia and the region.

As we celebrate Malaysia Day, we can certainly take pride that Proton, the national car, is in healthy shape with the support of its Chinese partner and is now poised to take the industry to a higher level.

Chinese car-maker Geely to make Malaysia its global hub, help Proton drive into future


PUTRAJAYA: The entry of a major Chinese carmaker into Proton Holdings Bhd will not only ease its financial woes, but also bring fresh capacity to the group’s underutilised factories.

Zhejiang Geely Automotive Co Ltd plans to turn Malaysia into its global hub to manufacture all of its right-hand drive cars, including its premium Volvo brand.

Geely will take a leadership role in production, sales and marketing. Proton will be responsible for distribution of the brand in Malaysia.


These were among the highlights mentioned at the signing ceremony in Putrajaya between DRB-Hicom, the parent company of Proton, and Geely.

Proton and Geely yesterday signed an agreement that would see Geely take a 49.9% stake in Proton. Both parties have not finalised the price Geely would pay for the stake.

Through the partnership, Geely executive vice-president and chief financial officer Daniel Li said Geely would focus on assisting Proton to sell 500,000 cars in Malaysia and around the region by 2020.

He said Geely would be contributing technology, talent and money to Proton. These include platform-sharing that would see the development of Proton’s first-ever SUV model from Geely’s best selling model – the Boyue.

DRB-Hicom group managing director Datuk Seri Syed Faisal Albar said in the competitive automotive industry, partnership among carmakers globally was common.

A partnership would also further expand Proton’s reach to other markets and give it better economies of scale.

“This partnership with Geely will create more jobs in Proton,” he told reporters yesterday.

Proton has a workforce of about 10,000 which produces about 100,000 cars a year. In 2016, sales of Proton cars dropped 30% to 72,290 units from 102,174 previously.

The company reported a loss of almost RM1bil last year.

Proton’s Tanjung Malim plant, which is designed to produce a million cars every year, will be made a new manufacturing hub for Geely.

Syed Faisal said Proton would relocate its entire production from Shah Alam to Tanjung Malim within five years.

Despite the entry of a new foreign partner, Proton will maintain its national car status. This means its industrial linkages, including vendors and dealers, will not be affected by the change in shareholding.

Under the heads of agreement signed between DRB-Hicom and Geely, the Chinese carmaker will take a 49.9% equity interest in Proton and also a controlling stake in Lotus, the British sportscar maker, from Proton.

No financial details were disclosed in the sale of a stake in Proton, while for Lotus, Geely would be paying £51mil (RM284mil) for a 51% stake in Lotus.

Syed Faisal said DRB-Hicom planned to sign a definitive agreement with Geely in July.

Also present at the signing ceremony was Second Finance Minister Datuk Seri Johari Abdul Ghani, who clarified that with the partnership with Geely in place, Proton would need to repay its RM1.25bil soft loan from the Government.

As part of the conditions for the soft loan, Proton was required to collaborate with a well-known strategic partner.

The requirement to collaborate with a well-known strategic partner was imposed on Proton as part of the conditions issued by the Government for its approval of the RM1.25bil soft loan to Proton, in which a bulk of the money was used to pay its vendors.

Separately, Johari said Proton was entitled to a RM1.1bil reimbursement from the Government for its RM3.5bil spent on research and development in the past.

Johari also said there would be no more “subsidy” for Proton from now on, and that the Government would no longer have a golden share in Proton with Geely entering into a partnership with the national carmaker.

‘Geely to help Proton drive into future’


IPOH: The decision by Proton to embark on a partnership with China’s Zheijiang Geely Automotive Co Ltd is timely because cars are predicted to be next in line to undergo sweeping innovations.

International Trade and Industry Minister II Datuk Seri Ong Ka Chuan said that in light of Industrial Revolution 4.0, bringing in Geely as Proton’s strategic partner would ensure the Malaysian company’s survival as cars increasingly adopt digital technology.

Industrial Revolution 4.0, or Industry 4.0, is the current trend of automation and data exchange in manufacturing technologies which include cyber-physical systems, the Internet of Things and cloud computing.

“After attending the Hannover Messe, the world’s biggest trade fair for industrial technology, I learned that self-driving cars are the next big thing.

“This means that you are looking at a future where cars will have no steering wheel.

“With just the touch of a panel, the car will bring you to your destination,” Ong said after witnessing the swearing-in of the new committee of the Perak Chinese Cemeteries Management Association yesterday.

He said Geely would be Proton’s channel to embracing technological innovations.

“I’m not saying to expect Proton to be a frontliner in this, but at least with a strategic partner it can move along with the times,” he added.

He said Geely would also open a new market for Proton, which was important for the national carmaker’s survival.

He said it was not a decision made purely in favour of China.

“Over the years, it’s been no secret that Proton accumulated losses and will need a big market to cater to in order to settle all the debts. This is the reality.

“Proton only narrowly met its sales target of 580,000 units last year, while Chinese brands sold 28 million units,” he said.

In view of its small volume, Ong said it would be difficult for Proton to fund sophisticated research and development initiatives.

“We need a larger market for things to work out. The Industrial Revolution 4.0 is all about innovation. We can’t do it ourselves, which is why working with advanced nations is our best bet,” he added.

Honda Malaysia leads the way

IT has been a good year for Honda Malaysia as its sales figures from January to November has steadily increased to 69,150 units


This is a 34% increase compared to the brand’s total sales of 51,550 units last year..

In fact, Honda Malaysia claims that it is now the market leader in the non-national passenger car market, taking away the title from UMW Toyota.

According to Akkbar Danial, general manager for Honda Malaysia and also the company’s head of marketing, Honda Malaysia is well on track to hit its 2014 target, which is 76,000 units.

“The tsunami and earthquake in 2011 disrupted our production and parts supply but we restructured our business operation and devised a threeyear plan to achieve a high volume sales in Malaysia,” says Akkbar.

He adds that the main strategy is to offer affordable products that give buyers value for money in order to be competitive in the Malaysian market.

“We achieved this by increasing the localisation of our parts and the result is the current City and Jazz, which both carry competitive prices with added features.”

The other approach was a re-look into its operations and as a result, Honda Malaysia has expanded its production with the new No.2 Line at its Pagoh plant in Malacca.

This has increased its production capacity from 50,000 units to 100,000 units a year.

In the same period, Honda Malaysia also looked into increasing efficiency in its factory and expanded its pre-delivery inspection process and parts warehousing.

“Finally, to accommodate the high volume of sales, we have also expanded our dealer network from 62 dealers in 2012 to 78 dealers this year. This is to ensure that our customers are more satisfied. We plan to have a dealer in all major towns in Malaysia,” explains Akkbar.

Currently, its best selling model is the City, which has sold 32,465 units from January to November this year. Honda has also introduced variants that cater to all budgets.

The Jazz for example, has three variants and prices start at RM72,800 and go up to RM87,800. The City has four variants and its prices start at RM75,800 with the highest variant priced at RM90,800.

Such a wide range of prices offer options to the consumers, which translate to more offerings and higher sales.

Honda Malaysia has 11 models in its list and this includes three hybrid models - the Civic Hybrid (RM185,500), CR-Z (RM183,000) and the Jazz Hybrid (RM89,912). The latter is assembled locally and enjoys the hybrid benefits introduced by the government.

Nothing ventured, nothing gained

I had a weird start to 2012. For the first time, I joined the unemployment line. Voluntarily of course. I started working two weeks after my final examination in University Malaya back in Feb 1983 and I have never stopped working since.

Had a good month's break from writing this column and I have to admit that writing is much much more difficult than selling lipsticks! Mighty pleased that I am not making a living out of this writing profession ... or my family will be starving at this moment. No holidays. No iPhones and no I want this and I want that.

To some concerned readers, no, I was not banned from writing nor was I terminated by Star Publications (M) Bhd CEO. I did receive some formal complaints from some sensitive officials from government agencies and sovereign funds but no RM100mil defamation suits ... yet. As such, I do not have to apologise in public to anybody. So far, so good. No shame.

Writing this column forces me to recall snippets of historical events that had pass me by. Looking back, an event that happened 31 years ago could have changed Malaysian history. And your current cost of living.

In 1981, I was in AIESEC, University Malaya involved in organising the Heavy Industries seminar, at a time when our Dr M decided to launch the national car project. Our economics professor, Dr Chee Peng Lim was adamantly against the car project, arguing that Malaysia should concentrate her resources on modernising agriculture, invest in infrastructure and resource-based manufacturing.



He further argued that unlike Japan and South Korea, Malaysia has a small domestic market and we will not achieve the economy of scale that will help make us cost competitive for the export market. It would be an extremely inefficient allocation of economic resources if we were to proceed with the car project.

It was rumoured then that Dr Chee had to leave the country and he subsequently joined the World Bank. No opportunity to confirm this rumour but what a great story!

Commodity prices are at its highest in years. Felda pioneer settlers are all millionaires. Malaysian rubber gloves dominate the world market. And Proton is still in a poor state of affairs. Proton still needs the protection of the Government to compete in the local market. It has never been able to compete in the world market. With or without Lotus. It never will. Dr Chee was right.

To be fair, Proton did generate some economic benefits. It spawned many entrepreneurs with investments in car parts, logistics, etc and it created jobs. Billionaire entrepreneurs were also created ... from papers. That's right. From AP papers that costs a few cents to print. So, why bother to sell cars when it is more lucrative to sell a piece of paper? In the meantime, the poor rakyat has to pay some of the highest car prices in the world.

There is no better place in the world for entrepreneurship to flourish than Malaysia. The best projects are privatisation projects. Buy an airline from the Government with maximum loans from our GLC banks. If you manage it well, then you are a successful entrepreneur. If not, no worries. The Government will buy it back from you at the same price. So, you wasted your precious time but hey ... nothing ventured, nothing gained, right? You will never ever suffer personal losses. Only occasional lawsuits.

Back in the good old days before LRT, we had a haphazard public transport system of mini-buses and many bus companies. But it worked. In true entrepreneurship spirit, supply meets demand. And the mass could travel everywhere by bus. Many choices and on time arrivals.

Then the Government decided to upgrade the public transport system by centralising and privatising. All the old Omnibus companies folded. Tong Fong Omnibus, Klang Omnibus and Ah Hock Omnibus. Conservative entrepreneurs who toil over long hours and small margins. Good riddance though to those crazy and dangerous mini-bus drivers.

Brilliant entrepreneurs were roped in to invest in modern air-conditioned buses. Easy loans were arranged. Modern management techniques were employed. Monopolistic routes were divided and spread among these entrepreneurs. But still they lose money? Now they claim that they are providing a social service to the rakyat. “Compensate us for the losses or we will stop running the buses.” The rakyat was held to ransom.

With election looming, neither the opposition state government nor the federal government could afford the backlash from the rakyat. The rakyat's money was used again to pay inefficient and hopeless entrepreneurs. No shame. No shame.

Entrepreneurs invest in business knowing that the risk of failure is ever present. So you work hard and you work smart. You try your best. If it works, great. If you fail, just swallow your pride and walk away. Don't go begging for help especially if it is the rakyat's money. And don't you dare hold the rakyat to ransom again.

In the ETP seminar, Datuk Seri Idris Jala said inefficient entrepreneurs should be eliminated in a free enterprise economy. I agree. The politicians and the bureaucrats should manage the rakyat's money as if it's their own or the rakyat will hold them accountable in the polls.

Dr Chee, wherever you are, thank you for the invaluable lecture.
